How do I switch my email default from outlook express to microsoft office outlook?

I have chosen it under internet options/program tab but it still won't accept or send emails.
How do I switch my email default from outlook express to microsoft office outlook?
Do you have Outlook set up with your e-mail settings IE: pop server and stmp server info?
